Since the latest PR update my new sites, about 2 months old, are at PR0 even though I (manually) dropped some sweet anchor text, low OBL ******** links at them which sent them shooting on to the first page. Not that I care THAT much if I have rankings, but wasn't the whole point of high PR links to 'transfer' link juice to the linked sites. Since the links are from PR6, 5, 4 and all ********, I have about 50 of them, I should have at least PR1, ya know, some PR! Not to get all digitalpoint about it, ya know, obsessed with PR but just from an academic point of view this don't make no sense ;)

PR is an irrelevant, historical measure of a page's relevance. The fact that it is a snapshot of the page's "value" from an undetermined point in the past is what makes it so utterly irrelevant. SERPs are all that matter and I think you'll find that the PR you see has nothing to do with your position.

Don't sweat PR at all. Worry about your income. PR and income are not connected in any way.

-It is connected when firms try to buy text links on my high pr pages.-

I have 5 sites more than five months old plus 1 site a year old and they are stick to PR0 after the January update, I did regular link building but I omitted to get some strong authority backlinks.. maybe this is a problem.
