Cant follow anyone at all , didnt get any block please help resolve

Well in the last days im facing an issue with instagram , i cant follow any user by the statement that i followed the maximum amount of followers on instagram , well the problem is that i follow 0 accounts !
i started unfollow tool to unfollow everyone , including follow request , done unfollowing them all and yet im stuck , cant follow anyone , how can i resolve it?

Are you running that account on your home IP or mobile?

In my opinion you should wait for a couple of days to be able follow new users.
If I'm wrong please let us know what have worked for you.

im running my account on my phone , but also use jarvee on PC
no clue what cause it
 
You are following/unfollowing too fast. You need to wait a bit to be able to do actions again. how much do you follow /unfollow a day?
 
the following/unfollowing speed is too fast due to the unfollow tool, give it a break and it will work. also if you follow too many people and people don't follow you it can also limit your account as the follow-unfollow ration matters.
 
give it a break like 3-5 days.
and then start it again with lower safer settings.
