As per some guides, we need to create web 2.0s and target relevant long tail KWs that have search around 10 per month so that they can rank easily but nobody else is targeting. But when I run such KWs in google, the top 10 results are of sites with 30+PA. Is such KW a wrong choice for tier 1 web2.0s? Though none of the ranking pages have the entire-keyword in their title or page.

For example: my primary long tail KW is "how to become a #####". What could be some long tail KWs for tier web2.0s?

If the top result is a page with 30+ PA that isn't targeting the keyword, it is just the most relevant results Google can find, a solidly built web 2.0 targeting that long tail keyword would have a chance to rank against it because of it's relevance.
If your keyword target is "How to become a plumber" and you find a long tail with 10 searches, say "best monkey wrench for small spaces" and the top search result is a PA 30+ site but it is about "best monkey wrench for stripped heads" it is only ranking high because Google trusts that site and wants to give the best link it can. Targeting the keyword then, with a strong web 2.0 would boost it high, and make it relevant to the search.

    Hope that helps.

I have several partial match keywords with monthly search of 10 like what it takes to become a plumber, for example (assuming I am trying to rank for how to become a plumber). Can I use such Longtail KWs for tier web2.0? or they have to be more different ?

If the 30+ PA isnt specificially targeting the keyword that means its not targeting the keyword most likely. Think if you specificially target the keyword you should outrank it ive had personal experience similar to this.

You are on the right track there, target those low search longtails. Then do a nice long contextual backlink to your $ site once you get those 2.9s ranking.
