If you write a business name, address, and phone number in a blog comment and blast that to thousands of local blogs, would they get considered citations? Also, if I don't include the website but I blast thousands of comments with the citation, the website is not in risk of getting penalized, right?

    Yes they are considered citations.

    BUT.....it's not recommended. Here's why:

Business address could change. You want some sort of control on your citations.
Like login and change address and stuff. You can easily find tons of threads on this forum with list of citation sites.
    Those should be good enough.

Just imagine changing address on those 100 blogs....

In a comment, its not really considered a citation.... but it needs more dynamic creation of your information on a site where you get real SEO link juice in terms of citations.
