    Could You define "White hat" by Your opinion, please!
    Conventionally "White hat" is ONLY THAT VISITORS/SITE USERS left as benefits to Your site (bookmarks, shares, pageviews etc.)
    NOTHING intentional or purposeful could NOT be an White hat.
    So how do You intend to hire someone for ....WHAT?

    I define "white hat" every kind of backlinks but made manually and without any kind of software.

    She is here on BHW as well. I have had very decent luck with submitting them to ezine. One that did not go thru was rewritten by her (or her team...) for free. As white hat as it gets, and I -still- highly recommend article submits to ezinearticles. You get a high authority link, and people copy them and put them on their site - I got a link from a PR2 page.. not bad - does not happen like that always, but sometimes.
