If your website is penalized, is it possible to be ranked in the top 3 for any keyword? Does this depend on the type of penalty (manual action, penguin, panda...etc)?

I built out a site targeting a keyword where weeblys, blogspot and YouTube pages are ranking (10k+ searches a month) with one to see what happens, still on the 12th page..

Impossible if the penalty is site wide.

You will have to get the penalty lifted.

No, penalty means you don't appear on google's first few pages.

penguin and manual action (unnatural links) are almost the same if thats the case you will not rank on any keyword

if the penalty is from content, example, thin content, or from PANDA, you can still rank but not easy even having a good amount of high pr backlinks, some smallfry site can even outrank you,
penalize from panda are not always a total downfall, unless you cant even search your own brand name, then its a total penalty also, theres some various reason search it on google

First of all you recover the site from penalty, after that you can try

If I were you, I wouldn't even bother. Domains are so cheap and you can simply move the content to a new domain and start fresh.

Move past it unless you can lift the penalty.

Nope, Not I think. If google penalized the keywords its totally impossible to bring on the first page.
