I have a keyword that is very seasonal and receives over 8,000 monthly searches. I'm sitting at around 11 and I just picked up two new great niche back-links. I want to make sure Google crawls the page quickly after the link is set and hopefully influence a quicker change in the serps. Can I ping the associated website or something similar?

But why? If these are great links and the crawler is daily or a few times a week at your site in my experience it will find its way to crawl and
give you credit without artificially forcing it. If you're already #11 I won't do anything that'll trigger an alarm, slow and steady wins will be
    my approach.
