Basically my keyword involves local restaurants and hotels and all the top links are google places links. There's seven different places and one "place" isn't even located in my city, it's just a site that directs you to a list of hotels. Can I outrank these google places links?

In my area, I have seen this done by a local construction company. Their SEO company must be killer, as they rank for literally every single key word having to do with construction and contracting. I'm not sure what's required in order to do this though, but I know it's possible. I've seen it myself.

I guess so. We've had quite a bit of success with outranking local SEO results from Maps and Plus as well. One thing we've observed is that your Places listing also keeps changing around. So you can always expect to see your SEO pay dividends in that direction as well!

Google Places merged into G+ Local, there's no such thing as google places anymore. G+ Local is simply a code embedded into the main SERP. There's no such thing as out-ranking a G+ Local business page --- there's normally 2-3 organic SERP results, listed above the G+ local 7 pack, if you rank within the top 2-3 then (as you referred to it " can you out-rank a google places listing) the answer is yes. Does this make since?

    thanks guys,

Write direct content about your restaurant - tag images accordingly - local element as well.

I don't know that there is any sure-fire way of doing it. My best guess has always been that you need to be just that much stronger organically to push down the local results. More than likely though, it is not algorithmic, and it is just up to Google where they decide to place the local pak. It should be noted that pak placement changes all the time, and so if you strategy hinges on being above that pak, you will likely be disappointed.

Good strong backlinks and on-page SEO does it. Nothing really breakthrough about doing it.

Maybe you can use "Google My Business" ... That's better hike on peak..
