have you ever thought about this?
make a website about anything - mattresses.
seo it, and then contact all the mattress stores and tell them they can have your site for $whatever
does this work?
 
I know they don't have much value unless they are making money on sites like flippa.com but for a business that could make money with the traffic they might fetch a decent price. The biggest problem would be trying to get the business owners to understand how they can use the site and update it with their products. It might be to intimidating for them.
 
Yep, I can confirm. Business owners usually don't care about whether a site is seoed or not. The often don't even know what you are talking about.

If you can get a local services site to the top position in Google you can sell it with a bit of offline sales involved.

Plumbers AREA for example

Get a site ranking at 1, then call up the business in the list and offer it to them for a reasonable price, make sure you point out if they don't take it you'll be calling their competition next. It will sell as long as you dont ask a stupid price for it.
