Can you get money return in cash in physical store if you made a payment through Paypal?

Don’t take my word but I doubt they would let you just in case you tried to chargeback the PayPal payment as well, so they will just refund you by PayPal I think

I just got this idea today how would be possible to cash Paypal money without paying taxes but I sincerely do not believe that such a way can work, because it would be too simple
