A normal blog network will do and there are many services providing links from blog networks in the marketplace. You don't need Norway-specific links.
Based to my findings, local links really help you ranking your site. For an example, a site in Norway's google ranks well if it has links from sites like www.younameit.no.
Google has stated that the local TLDs don't really have an effect, but having relevant content on the site absolutely makes a tremendous difference on your rankings. I'm still new here so I can't PM... but shoot me an email at manu810 at gmail and I think I can help you out.

actually you should be happy that there is a scarcity of such high pr links in your niche / language. This generally means competition is going to be easy. Just create your own web2.0 properties / network . That should be enough for any mid competition keyword.
Which niche are you in?
Why do you look at pr ? I could get you Norway high cf/tf 18+ dmozt 3+ , obl15+, non spam domains.
