Can we use traffic exchange for ogads content locker and other sites locker

Hi my question is can we use traffic exchange to promote ogads content locker or any other site locker. Which all ways can we promote content locker other then pasting on YouTube where do we get highest clicks. Is it good to use shorter links and then do it.
