Can We Sign up For Adwords With Out Depositing Money Into It

I'm using Market Samurai & Google limits the returned keywords to 100
unless you have a Adwords account & then it will return 800 results.

Is there anyway to sign up first without depositing money & then get
the keywords & later on do ppc with Adwords.

2 months ago i signed up with $100 voucher, no deposit needed until obviously ran out of $100, dont know if it will work again though
