Can we rank on Google without backlinks?

It is possible in some cases. Like suppose you are financial expert and can express your feelings in easy language. There could be good demand for such content. You have to make sure that you market the site well though.

i ran a niche site last year with solid on-page and helpful content and it sat on page 3 for about 4 months until i got maybe 6-8 contextual links and then it jumped to page 1 within weeks

I’ve tested this multiple times over the years, and the answer is no. No matter how good your content and technical SEO are, you won't achieve a high ranking without natural, high-quality backlinks.

the website development process part takes around a month so after that . on page and off page must go on simulataneously
