Can Unsuspend Twitter account after buying fake follower?

Hi, One of my friends bought 20K followers for his twitter , and get suspended because of his account age and follow speed. It's disappear from twitter search and if open from direct URL it says "Account suspended, Twitter suspends accounts that violate the ..." . But he can sign in to his account and to see other people tweets, appeal submitted 20 days ago, and again another appeal submitted 10 days ago then twitter emailed this appeal merged to the last request ... but after 20 days nothing changed. Is there any hope to unsuspend the account? any other methods ? is it suspended permanently ?

OK to be fair, Twitter is the most friendly support in the world of social media.
To answer your question I had to try it my self for several times.
When I saw your post I went again to the support page with one of my suspended account and I unlocked it in 7min.
Now
Go to Support and ask them politely to reactivate the account, they will ask you to confirm your email address, do it ( I confirm that I have access to my email address ).
Do not write too much just tell them I'm using my account and suddenly got suspended.
That's it , 10min you get your account back.
Twitter flags are now very sensitive if they suspect any automated process their system lock the account.

You can try summitting another appeal here: https://help.twitter.com/forms/general?subtopic=suspended and then wait and see how it goes. Besides that, there seems to be no other way to get the account back and running.

You can try submitting a appeal but make sure you have access to the email address that’s registered to the account.

Twitter will send a email that you will need to respond to before they look into your account.
