Thanks!

VPN can be bypassed with simple network scan. Hops etc.... The best thing is to get a Bulletproof & Offshore VPS and setup your private VPN

With separate IP's and machines for each account it would not be possible to tell you are the same person. A VPS (accessed from a VPN) setup for another private VPN would be the best solution.

Generally speaking yes. Especially the free one.
However is unlikely forum administrators to start hunting you , also is unlikely to have the technical knowledge to do that.

Most users today use VPS (offshore or not) as VPN for their daily needs.

use a VPN with dedicated IP address or setup your own VPN server with a VPS. Make sure you clear your cookies before accessing. With Firefox ESR and probably also Firefox, you can create profiles, create a profile for each account and u don't have to bother with cookies et cetera.

You cant bypass a VPN with a simple network scan unless there is an exploit in the VPN protocol or it's misconfigured.
"Generally speaking yes" - no you are wrong, barely any websites footprints their users so the chances are 0.01% probably. Block all possible javascript (noscriptsafe plugin) and canvas used for fingerprinting as well.

Does anyone know when the Admin can see your IP? Is it saved when you are logged in? Can someone that owns a forum show me a photo of the admin page member list?

Of course they can see your ip. For most paid VPNs, your real IP should be safe if you're just trying to hide that from forum administrators. Although its easy to determine the ip isn't from a residential IP, lots of people use VPN these days. Use a reliable, popular VPN and hide with the crowd or create your own with a VPS and a dedicated IP. You can also find profit providers who provide semi/dedicated residential IPs.

If you're using a paid VPN, one that's not so available to the public where any scammer with an internet connection can use.. you should be fine. If the site is popular, you still run the risk of some asshole using the same VPN getting the IP/range blacklisted though.

Free Vpn doesn't have any real ip address. If you use the paid vpn service it mask your own ip address.
