Can someone tell my why the actual CPC is 10X higher than the suggested bid? It's annoying

Can someone tell my why the actual CPC always seems to be 10X higher than the suggested bid? I put it at the suggested bid, and i never get any hits. I increase my price slowly over time, and only when it's like 10X the suggested bid, i start to get hits. Why?? Is it me? Am i doing something wrong
