What's the difference between tier 1, tier 2, tier 3, etc. and so forth? From what I know, tier 1 are all your Web 2.0 properties. Tier 2 are bookmarks (If im right) but Im lost on everything else.

Tier 1 are links pointing to your money site, tier 2 are links pointing to tier1 and tie 3 are links pointing to tier 2. Can be any kind of links.

    Think of tier as stages.
Tier 1: Direct links to your money site, it can be web 2.0, can be press releases or also profile backlinks.
Tier 2: links to tier 1...2nd stage of links that are not link directly to your money site, instead toward your 1st tier.
    tier 3..4.5:are 3rd 4th and 5th stages of links

why tier is done? because if you directly blast your site with 20000 backlinks, google might sandbox your money site. so you blast 1st tier, just to be safe. and google bot comes swimming from all the tiers...giving you a sweet spot :)

You can easliy set up a few web 2.0 pages, squidoo, hubpages and so on. Just massive backlinks to your web 2.0 pages, then from the web 2.0 pages, deep linnk to your site. And later on, create backlinks to your Backlinks that links to your web 2.0 page

Do I have to post relevant content or can I just put in keywords?

Relevant content would be better as the page will relate to the outgoing links.

Relevant content is always good. It's links anyway, and with better content, it will pass link juice with "relevant" backlinks/content.
