I heard that if your article is like 400 words or less, you're allowed only 1 link with 3 words max as a anchor in the resource box. Is this true? Can someone pinpoint me to the rules exactly? If I want to rank for 5 words, I need 5 diff articles?

Read the editorial guidelines. There's no secrets, it's all outlined on their site.

I just read it. If I want to advertise a product (Electronic Cigarette), I can't link my website in the article but only in the resource box? Am I allowed to say the pros and cons or do I gotta like write a review on it and not get bias?

You are not supposed to promote your own website. So, you will have to promote the electronic cigarette by saying it is safe, cheap etc. etc. You have to promote the electronic cigarette and not your website.

You can list the pro's and con's of the electronic cigarette in general. Just type in your keywords in the search box at Ezine and you will get a big list of already approved articles in your niche. Read through them and see what sort of articles are approved. This will give you good idea of what is not going to get approved as well.

At the end of the article, you can invite the reader to go to your website by saying "For additional information on electronic cigarettes, check out this link and then provide your site link".

If you promote your website in the article saying "my website has the widest selection" or something like that, it will get shot down as being too promotional.
