likes that are being sold are fakes, creating 1000s of fake account is against fb tos
FB TOS isn't law though. Most they should be able to do is ban you.
Im very interested in this question as well. I have my own website selling fb likes and want to stay legal.
As FB is already on the stocks market,with selling fake likes and creating fake profiles you are damaging their image and value,user trust etc.With this one they can take you to the court in USA and sue you for their claimed damages.

It is not illegal as in criminal law; it is a civil thing.
Selling facebook likes is not illegal. It is just against facebook TOS.
The point I was making was that their TOS is not law so as BTB has stated, it's a civil matter.
The most they can do based on their TOS is ban you. They can file a civil case against a person though which anybody who feels that their rights have been infringed are free to do.
Facebook has billions. They bribe the judges and politicians. They make the law. They win. Its how the world works

Yes,exactly as you say.Most of the cases if you do something wrong they will just ban your account.If they find out that you are selling FB likes and in a big volume..they will hunt you down.It is normal,i would do the same.

Exactly as W130SN said, you have entered in to a contract with them when you agree to their terms of service.
The legal system is however divided into criminal and civil law, which keeps the illegal matters separate from the private matters. If I decided to sue Facebook for being a-holes, it would be a civil lawsuit, because they have not broken a single law that I know of, I just felt like filing a lawsuit for fun.
As stated before by a few members, it's not illegal, but you have breached their contract agreement when selling likes, which allows them an upper hand in court against you. Oh, and that multimillion dollar legal team of theirs.
Is it mean that fb likes seller may be sued and go to jail?
Breach of terms on Facebook's user policy, lost revenue perhaps (Ad likes).
Facebook are profit hungry and totally money orientated.

Is not illegal to sell likes as there are REAL agencies who drive traffic to their client's fan page. They even tell their FB rep about it and they're okay with it.
So it really depends on how you sell the likes, to whom you sell it, and whether or not you're using like jacking scripts which is totally against FB TOS.
At the end of the day, selling legitmate likes is fine. At least for agencies that is, lol.

If I owned a percentage of Facebook and you cause damage to my advertising revenue, I would sue your ass.
