Can paypal take money from my credit card?

    This is my second account on paypal, after the first one got shut down.
    Here is what is happening.
    Im doing dropshipping on ebay, and one of the buyers is constantly bothering me about when the order will arrive. I have said in the listing that shipping may take up to 6 weeks. Till now it has passed nearly 2 weeks. He wants to get his money back and plus get the order free.
    My fear is that he will open dispute, and that will lead to my account to be closed.

    So i want to withdraw all the money since they are avaiable. But im wandering if he opens dispute and there are no money on paypal, can they get money from my credit card?
    I was thinking after they arrive on my credit card, to go to the back and close that card.
    Please help me, and i would appreciate if you tell me is this is good idea.

    I believe at this point you would win the paypal dispute as in your terms it says up to 6 weeks delivery and it is only 1/3rd that time so you are still providing the service applicable to the purchase. You should know these things when running a business on ebay!

    Yeah, maybe i will win, but they will see that my account is illegal (paypal is not allowed where im from), and they will close it. Thats my fear

    Don't block anything man.If you need this account to make money then keep it.Talk to your seller and tell him about it.Tell him to payback that guy.If he doesn't want to you refund him.WTF is a small loss for you but you will keep making money.You will spend that money anyway to get new paypal and new card.Shit happens.Let him have the order for free and move on .Make more money.Cheers!

    Okay, thanks for the answers.
    Anyways, i have another question. The money i recieve are showing as pending. When they will be avaiable will i recieve email informing me or?
    And i have uploaded tracking number, but my post office doesnt have website for tracking. I will recieve the money in 21 days as it says, or maybe they will arrive earlier.

    If your paypal account is already showing a negative balance they do not allow you to remove your bank
    or card from your account. So cancel the card if it is necessary.

    Look you've stated in your listing that the delivery might take upto 6 weeks so you're clearly in the right. If the buyer opens a dispute, refer the eBay team to the same and you just might prevail. But be prepared for the buyer to post a chargeback with their CC company and/or eBay just deciding in the buyer's favour because fuck you that's why.
    If you can't bear the loss, I'd suggest remove all the payment methods from Paypal as soon as the buyer raises a dispute. I don't think Paypal ever charges a card after you've removed it and they can't debit the bank account without your permission for the transaction either (To the best of my knowledge, you might want to look into this further).

    Also just a suggestion, if you continue selling on eBay, dealing with scammers is part of doing business there (and eBay wants you the bear that risk while they make off with 10% FVF). It's just the way it is. So if you don't have the capital to deal with the occasional chargeback, the best practice would be to minimize any chances of complaints from the buyers' side. That means don't sell items that take upto 6 week to ship. Your best bet is 2 day delivery using Amazon prime. Just give your buyers no chance to complain and you just might never be this situation again.
