Can Networks shave by sub ID?

I have one offer that I have to have sub ID's on because its on different sites. but it seems that if I allow one sub id to stay to long the CR will drop a lot otic

anyone else notice this or am I just crazy?

then just keep changing the sub id . Most of these things are controlled based on rules
if x made 5k last month , x cant make more than 5500 - 6000 this month and so forth .

This is what i have noticed and it make absolute sense to me.

Thanks, Do you suggest changing daily or would weekly be enough?

do the sub-ids change weekly or we have to change it to prevent shaving of offers? I have listened that many non incentivised networks shave incentive offers
