Can I use shortlinked url to make backlinks?

    I'm doing SEO for non-English sites.

    Page URLs that contain non-English characters will look like this:

    http://www.xxxxx.com/%E0%B8%AB%E0%B8%B2%E0%B9%81%E0%B8%9F%E0%B8%99%E0%B8%95%E0%B9%88%E0%B8%B2%E0%B8%87%E0%B8%8A%E0%B8%B2%E0%B8%95%E0%B8%B4%E0%B8%9F%E0%B8%A3%E0%B8%B5/
    Granted, google results show non-English characters just fine, but problem occurs when I'm building backlinks - only few sites will accept url that long.

    Now if I use shortlinked url generated from any services out there - can I use that when making backlinks?

    So all my backlinks will be a shortened url that redirect to long url - doing this, will the long url benefits from all link juice/anchor text that short url use?

    Any thoughts on this?
