It works, but only with their IP's. You can't use your proxies.
I was asking about apps, not browsers. You can easily change the proxy for mobile browsers but on apps u'll have the same ip.

If you have an iPhone, you could add a proxy via settings. You may need to be on a wifi spot, however.

    1. Go to Wi-Fi settings
Accessing your Android device's proxy settings is done via the Wi-Fi menu. This is what it would look like on a recent Samsung device, but regardless of your phone's make and model, there absolutely has to be a Wi-Fi menu somewhere in Settings.

    2. Modifying Wi-Fi connection settings
The next step is to long-press on the Wi-Fi connection you are using. A small pop-up menu will appear, containing the option "modify network config". Tap that. From the new pop-up menu that is displayed, enable "Show advanced options".

    3. Enable manual proxy settings
Now you'll be given access to that Wi-Fi connection's proxy settings. Proceed by selecting "manual" where "none" is highlighted in the proxy settings drop-down menu. Remember that the setting you apply will only affect this particular Wi-Fi connection.

    4. Enter proxy settings
The final step in the process is to enter the settings for the proxy server of your choice. These include a proxy server address and a port number, usually 8080. Hit "Save" and you're done!

I was under the impression that the Instagram app bypassed proxy settings and so a rooted phone was required. Correct me if I am wrong.
