    Are you being sarcastic?

To OP: you can make a few youtube videos on your targeted niche and promote them.

Placements are the most effective way to generate forum signups with Adwords, find other forums in related niches or in geographical areas with the placement tool, build a lander with a similar domain name, but not the same domain as your forum, and never mention the word "forum" in your ad copy, always refer to it as an "online community" or "discussion group" or whatever, smart forum owners get blocklist-happy.

You can advertise with Adwords. However it will get real expensive real quick. Adwords is more gear to a landing page selling a product.

Throw a bit of money at PTC sites and see what kind of traffic you generate.

Make sure you have good content on your forums first because you have one chance to convert a reader into a member. You can do this by hiring 2-3 forum posters who will surf the web looking for related info related to your forum sections and make threads with unique informative content. Then to get visitors/members you can engage (or hire people to) with other relevant forums and websites and gently link to related posts on your forum discussing the same topic. Another traffic source is youtube. Make relevant videos (you can easily turn articles into videos with movie maker) and upload them to youtube with your forum url in video and/or description.

You should analysis your forum target first. Who would like to join your forum? And then decide where the traffic u wanna get from. Unless u got huge budget, dont use adwords. You can use Youtube or FB, they are much cheaper.
