I have access to about a dozen fanpages totaling about 150k people. Can I use that as leverage with other admins or is that against FB's TOS? I want to build a network with other admins and how far am I allowed to go as far as lobbying them goes? What's the most I can or cannot say?

What does that mean Lol? "There is a limit to everything"... you are scaring me... what is my limit lol :) Because at this point it seems like it's the sky... I don't like that I'm this dependable on Facebook to be honest... I'm trying to make my own fanpages and grow them organically my goals are extreme but maybe realistic as long as I'm allowed to team up with possibly dozens of fanpages with this project!!! Ty mini me you are a terrifying representative of evil.

The only limits are the facebook's ToS. Just stick to them and you are safe. That's from the FB part.
You should also follow your advertiser's ToS (or whatever way you are monetizing your traffic).
