Can I take legal action against someone targeting my channel in comments section?

The legal authorities will go nuts and bananas, because such parties who post those types of negative comments, use stealth YouTube accounts done in a sophisticated enough manner, so that such YouTube accounts cannot be linked to any real person, so the legal authorities will be clueless as to who (or whom all) to hold responsible.
Hence, at the most , just keep reporting such comments to YouTube and in most cases, YouTube will not even bother, unless your's is an official YouTube channel of a famous brand (or a famous company).

Go to the authorities and say what, there's a kid on YouTube that trolls me repeatedly and claims my content is bad?
Too much work for 0 reason.

Block him or block certain words from being allowed in your comments.

It depends on what they are posting. Probably best just to ignore it and carry on creating good content.

It's a waste of resources and time unless he's posting something that might harm you or show real danger to you or somebody else. In your case, you're probably better off enforcing stricter moderation in the comments section as well as trying to get in touch with YouTube.

Unless you're getting thousands of comments every hour. Set the comments for manual approval.

no, it won't work they just will take the info and say ok we let you know or this is out of our area but depending on what that person says and if it target you personally could be arrasment, cyber bully, depending on the country and if they have cyber laws they call it don't know they will take actions inside their limitations, everything depends how you explain your case, if you say is living bad reviews in my youtube channel you will be ignored, but if you explained that this person is being arrasing you creating multiple accounts to comment and being a bully and you fear for your life might be a chance but as a said is not garantee they will do something and might just ignore your case but is worth the try.

Yes. First you can start from report to the platform, and then you may consider contacting law enforcement or seeking legal advice to determine what legal options are available to you. Take screenshots or other evidence of the abusive comments posted by the viewer, including the date and time of the comments.

It could be a bot army
You can turn off comments for a while

That seems the most effective way to deal with his problems.

Ignore the hate , that's the only thing to do and it works good
