I live in the US. I signed up for paypal with a VCC. However I will not be giving paypal my SSN, so I was wondering if my account can still send/recieve money. (i get that you can't deposit or withdraw from banks)

Yes you can, but paypal will ask for EIN/SSN eventually for tax purposes. They may also ask for SSN if you try to receive too much too quickly on a new account.
