From what you said,I can understand that your ISP provides you with Dynamic IP (IP that changes on every reset), so yeah you could fool a lot websites on the internet and It may work for Google Play too. But don't abuse it (make too many accounts too often) as your IP might Change but your MAC Address remains the same. If you can change your MAC Address too or SPOOF your MAC Address along with the IP then I don't think even Google would be a problem.

It should work. Just clear your cookies or do private browsing. I'd recommend using a VPN instead though. You change your IP with a click of a button instead of manually restarting your router every time you create an account.
Remove all the cookies and cache on your google chrome browser then reset your ip and you're good to go with your new ip.
reset/restart your router and your ip will be changed every time (u already know that ). I suggest that u use private proxies/VPNs, so that you don't have to reset your router again and again. if u want to change mac address then having a virtual machine would be really good, you can change your mac as many times as you want.if u don't want to use VM, then u can download softwares for that.
The problem with VPN is they have a limited number of IPs and other people could be using the same VPN and IPs to create gmail account so.... that could cause problems for me. That's why I stopped using my last VPN provider.
