Can i recycle old articles that i wrote for my sites that no longer exist for new sites? I will be penalized for duplicate content?

If you wrote them, they're yours and you should be able to do whatever you want with them.

Check on google if it's still indexed + use copyscape. If it's not you can bet that you're safe.

In my opinion, I guess not as your expired domain was already deindexed by Google. But on the other, I suggest that you rewrite those articles.
