I dont have budget to create PBN, I am doing following task for ranking my niche site

    1. Perfect on page optimization with interlinking and LSI keyword
    2. creating a web 2.00 network with expired tumblr and new web 2.00.
    3. Focus on variety backlink (forum, niche related blog commenting,)
    4. Also focus on Anchor text rating while creating a back link
    5. After launching a scholarship program get 3 scholarship link form high authority education site.
can anyone share best practice for guest post outreach.

    You can rank without PBN.

For guest post, the method I use is to check competitor's backlinks via Majestic. Find one or two good TF sites that are also relevant, simply reach out to them with a guest post.

I keep a guest post outreach email saved as draft. So I just copy/paste it and make edits where applicable and shoot it off.
I also have about 2 guest posts ready (800 word average with images, etc). So the moment I get a positive response I shoot it off. The logic here is to strike the iron when its hot.

So anyways, getting back to the method, you can then do a back link check on the domain you are publishing and repeat and rinse.

At the time of writing your article, it is good to also prepare the article so you have the right keywords linking. I usually keep it to 1 keyword in the article and 1 naked URL. For this, you can use a keyword research tool (if your site is already ranking in top 10) and use some LSI keywords and so to give that extra push.

Last but not the least, share the guest post to your social media.

There are other expired web 2.0s you could use? Also is your content good enough to get links from manual outreach?

YES, you can rank your website without pbn's and guestpost.

I have ranked one website with the same tactics that you are using now. But it take some time ( 2-3 weeks) on medium competition keyword.

But you can try to make one or two guest post for better, faster and long term results. :D:D

It is a cab related niche with keyword ranking at 6 page which boosted to 1st page. Due to lack of proper drip feed of links it slips to second page now. I performed it in last October 2016.

What happens when the other site won't publish your post unless paid?

How do you determine if it's worth paying the amount they're asking in regards to the quality of the link?

I know it's a general question and it could have many answers, but in some niches, the blogs/websites won't publish anything just for free.

This method is also good for branding and spreading brand awareness and it's difficult to find the sweet spot where your site will receive a benefit and also the other site will support the article as it should ( share it, publish it the way you want, support it in the comment section etc )

You're going to need links and content. You would be surprised by what a hand written letter can do when asking to be linked or posted on a powerful site.

These are not that often (the other webmaster asking for $$ to publish post) thankfully. But in the case they do, I just put them in a list called "Paid posts"
When it comes to paid posts, I usually check the website metrics (relevancy or topical flow) to determine if it makes any sense. I've had some webmasters quote $100 for really crappy metrics, while some are more reasonable.

I also do a backlink check for such websites. Take a more closer look and see where they are getting all the juice from.

The price you want to pay, is something you have to determine eventually (how good the other website is, how badly you need that link and so on).

An easy way to do guest post outreach is to just search with your keyword and "submit an article" or "write for us" kind of search. Stuff that's covered quite a lot out here on BHW.

As for the niche, you can actually get innovative. If your site is about shoes, you can look for sites that talk about shoes, sites that talk about walking (where you can neatly fit the topic of shoes), health sites, and so on.
