I have a .PSD template of a site, I want to turn it into a nice WordPress theme, and used for my own personal use. It doesn't have a lot of fucntion like the normal wordpress themes do, but on the other hand it has a few functions which are a 'bit odd'.

In any case, if I hire a designer. Can I tell him, "Do the site. Upload it on your own server to see if it'll work. If it does work, I'll send you $250, you send me the site, then I send you the other $250"

    ?

Most programmers will not put in the time without cash upfront, normally you can do like 50% upfront and than the other half when you get the finished work. The best thing to do is try to find good freelancers who you can reuse so you build a trust relationship.

It will be hard to find a freelancer to do something like that for you. However, you may want to check out ScriptLance.com and you may be able to find a new one that will.

sure why not, just ask them =p thats the only way to know. It sounds reasonable to me, some freelancer jobs are done like this.
