Hello, as title states can I open bank account in foreign country just with my passport? Do I have right to get one without having to be a resident there?

maybe a a bank in Lithuania , and 2nd option throw payoneer account US, And UK account , and third option is Open An LLC in US throw online agency and then the agency will open US bank account for you

Because I went to the bank in Ukraine where I am living at the moment and two womans said to me that I need national ID and without that they cant open me bank account?
Is there a chance that womans are clueless and just trying to get rid of me by saying all this and if so how do I persude them that they are wrong?

Every Country has their own rules. Some are easier than others. Most countries will let you get a bank account.

It depends on the country. If it is not your home country, they will probably ask for your Passport, Proof of Residence, Visa and maybe Proof of Work/Work Permit.
In poor countries though you can pay an extra `fee' (bribe) and they will open it for you, if not try another branch.

Depends on each country's regulations and each banks policies (and then, sometimes some branch managers just don't want to bother and say no, in which case you just hit another branch).
For Ukraine, I would suggest you pay someone to "introduce" you to the bank. While not required, this will save you tons of frustration and walking around.

I had my phone number changed in my ID card by giving extra $10 bucks. Generally it's done @ $3 but as I didnt want to wait for days and all the unnecessary walking here and there, I just openly said to the guy who was in charge that I would happily give you $10 in your pocket but I dont want to wait and go here and there. Of course, I said that when no one was around and it was done within 2 days. In fact he pushed me among 100s of people standing in line for updating their details but he called me before them and it was done, so yes money DOES wonders.

Yeah I get it. Its not so urgent I have other way will open skrill account to my wife and just connect to her bank account. But good to know, I didnt think about bribing

I think in the U.S. you have to be physically present to open and bank account now.
