Can I make video with creative commons videos add my own voice then monetized it? Will my video also need to upload as creative commons after I edit and upload?
 
yes you can monetize, but don't just read "news articles" or someone else script.

you are never safe if you don't use videos with it licence (on youtube people publish video they don't own as creative commons)
the only 100% safe way is to use Free stock videos from sites like pixels.com...
my advise: just use small portion of videos and credit the source like in this video:

1. transformative editing with cool transitions and effects.
2. editing it normally but adding your voice over to provide educational value.

in the above cases youtube will allow you to monetize.

when you upload, i dont think you need to label it as creative commons. thats not necessary.

Yes, you can!

I've seen this done quite well using Pexels.

Pexels is an amazing creative commons public domain source of both video footage and images.

But, at the end of the day, how much money you make with your video depends not just on the quality of the creative commons royalty-free video stock that you edit, but the quality of your script, as well as the voice over and other elements.
 
Videos dont have to be CC specifically. If youre actually adding value and editing your content a lot - adding voice and other personal touches you dont even need CC content. People talk about CC content when they want to do the bare minimum but those times are slowly fading away.
 
It's easy enough to create your own original content that you should not have to use Creative Commons videos at all. If you do that, then there is absolutely no problem monetizing at all.
