Why do you think the translated content would rank on Google?
Does the current content on the same topic on english is ranking? I mean the content you translate fron chinese to english is in demand in english language?
If yes then it will rank. But you need to check how hard it is to rank.
When you are ranking on chinese language that means chinese language is in demand in search engine on that topic. And it could mean that there is no too much of websites covering that topic on chinese language so it is easy to rank.
