Yeah i can confirm that location of PVA or user IP doesn't matter, i have mix of pvas and can post all over the world, tested EU, UK, AU and USA on one PVA and my marketplace posts was always visible

basically you need an account in the same country as the market place
you wish to use

there will be no problem. you can feel free to do it. as long as the records get used to the IP in the new place first
