Can I Delete A Site, Make A New One, Then Redirect All My Review Listings To The New Site?

    This is a somewhat technical question about the interaction of a penalized website with google local.

    Here is the deal -

    I had a large funnel set up for a local site. It had about 15-20 keywords ranking. Half of which were
    organic website keywords, the other half were google local keywords. Then we have an additional
    20-25 long tailed YT videos ranking that direct to that site.

    There is also insider pages with reviews, yelp, kudzu, yellow pages, google local... all directing to a
    site which is showing signs of a penalty.

    Here is the problem -

    After the penalty. We lost all our website keywords. They all dropped to page 6 and beyond. But
    we maintained 4 google local keywords. I'd say about 4-5 disappeared completely, and the 4 that
    survived dropped down a few positions (most between #4 - #7 in G local).

    So there are no organic website keywords ranking, and just 4 G local left, in lower positions.

    Here is the question -

    The original site was converting like gangbusters. Mainly cause I put a lot of time into the design
    and on top of that, all of our local reviews are programmed into the site. Reviews that took
    about 6 months to build up.

    I don't feel like its worth trying to save the original site, since we can easily gain back rankings on
    a fresh site, in 2 months. The problem is the reviews. I want to use them on the new site.

    What I'm confused about is IF I can change all my local review listings, and point them to the new
    domain? (which would have the same number and address) Then shut off SEO on our old domain,
    and start SEO fresh on the new site?

    I've never done something like this before and I'm worried about various things happening -

    1) Duplicate G local listings. If I have 2 sites with the same address & phone number, can this
    trigger duplicate G listings? Or screw up our G local rankings in any way? (whats left of our rankings
    that is?)

    2) Should I wait till the second site is ranking on page 1 (and has some authority) before I change
    all our local listings to point to the new domain? Our SEO guy uses a powerful network, so he is
    able to rank fresh domains fast. I just don't want to lose all the reviews from our old site.

    3) I noticed that website rankings DO seem to have an effect on G local rankings. Because when our
    older site started to rank organically, at the same time I noticed many of our G local keywords
    shooting up the SERPs. Then when it got penalized, we lost all of our site keywords, and most of
    our G local keywords, except the 4 I talked about.

    I know this may sound technical or confusing.

    But I really need to know the proper way to handle this. Ranking websites in this niche is easy.

    Its also very profitable for us. So it doesn't make sense to waste any more time trying to fix
    the penalty. I tried for the last 3 weeks, but if I had started SEO on a new domain that new domain
    would already be on the top of page 2 close to hitting page 1.

    However like I said, it took lots of time to get those reviews. And I don't know if I can basically just
    trash the first site, copy most of the content to a new domain, then redirect all my review listings
    to a new domain.

    Has anyone ever done this before?

    Any advice you guys have I'd really appreciate.
