My brother wants me to do some SEO work him. The only potential speed bump is that his website is on a brand new domain that was just registered. Can I look to buy an old domain with a high PR and do SEO work on that site and have it redirect to my brothers site? Or will that eventually make it lose its ranking?

Yes you can do it but if the new site is not related to the content of old site then it'll only redirect the PR and not any other SEO value and it'll eventually drop in PR later, in case the old high PR domain is related or have similar content then the new domain will rank high in time and eventually get more SEO value.
