Can I ask a freelancer if they can run something for me on software they own or is that not allowed

If you are asking for reports using kwfinder, I think you should be fine.
There are plenty of keyword services on marketplace providing keywords with kwfinder reports.
But for safety, as proxygo pointed out, wait for a mod reply.

The thing with buying kws from here, if I'm not mistaken, is that they tend to cost around $50 (don't know if that's for one or many kws though) and kwfinder itself costs like twice that.

If you are not well versed in finding KWs you would probably be better served by buying from someone with good reviews here.
There are some pretty solid sellers in the marketplace that have had threads for some time with solid reviews and, if I did not know how to do KW research, and I needed KWs, I would be reaching out to them.
