Yes, you can. But the file should not exceed 50KB.
And the animation will be played only if you go to your profile. In threads on your messages it will not be animated
 
As explained by @YouProxy, animated gif profile avatars do still work on the forum, but only if you click their username or go to their profile. There's nothing prohibiting members from using them.
