As for how they can tell, they simply dont give a shit, you agreed to their TOS and buying followers is breaking it. They, by TOS have the right to do what they want with the account.
As for if 100 followers will get him banned, most likely not, maybe a shadow ban instead if he is unlucky.

You won't get banned. If this was possible, people would use this to attack accounts that did never buy followers and get them banned.
But that to side, I personally think it should damage the algorithm used to find people with similar interest to your content and shrink your outreach.

No you would never get banned, Or else this method could be exploited to damage competitors with a few pennies lol. Anyway try to buy dripfeed followers if buying in large quantitites. And with 100 followers, It doesn't really matter so don't worry

The answer is no. And its the same reason like it was a year ago and 3 years ago and 33 years ago.
If there was even a rumor out there that buying followers gets you banned out there, everybody would buy followers for their competitors and get them banned. It would be a never ending shitstorm.
So no, buying followers will not get you banned.
That said...
One could get banned and get some bullshit reason that may sound like its because of fake interactions or whatever, but this is just something they tell you because they dont give a shit to tell you the truth. The real reason is something else (you spammed, you posted some racist/sexist/discriminatry stuff, you got reported, you used a bad proxy, and so on and so forth).
When they give you a reason for being suspended because of false interactions or whatetever similar crap, is like a cop arresting you for something illegal, and then adding an extra charge of "he didnt have a banana in his pocket".
What? Not having a banana in my pocket isnt illegal! It is today sunshine. It is when we say it is.

Probably there's possibility of ban in my experience once i tried & got 260 followers within a minute but didn't happened anything with my account.
