Just need the blue to be solid. Light blue stay blue and the dark blue stay blue etc. I drew this and now need to make it digital.

You just made it digital by scanning it and saving as .jpg. ;-)

Yes, it can be easily done in Adobe illustrator or Photoshop :)

why not try fiverr. You can probably get it done there
