Can anyone review my backlinking strategy?

Would this be a good backlinking strategy? Heavily related to http://www.blackhatworld.com/blackhat-seo/white-hat-seo/437556-guide-past-penguin-safe-backlink-building.html, third method.

Internet Business Promoter on-page optimization says that my website is optimized for this keyword for 82%
Website is on a old domain, with an effed up backlinking profile. Buying a new domain and will transfer website to it.

Backlinks that will be used:

-Social backlinks/bookmarks (main priority)
-Web 2.0 backlinks
-Blog comment backlinks

Method of operation:

1. Buy social backlinks/bookmarks (twitter retweets, facebook likes, google+, delicious bookmarks) from Fiverr $10-15 a week or more, if I see that Google didn't visit my website one day, I will use a express gig in order to Google revisit my website. After express gig wait atleast 1 week before reordering.

2. Create web 5-10 2.0 blogs with unique spun articles.

3. Buy Scrapebox/Xrumer blasts $5-10 a week or more from Fiverr, blast them to the web 2.0 blogs.

4. Repeat

Is this a okay backlinking strategy?
 
Blasting with fiverr? hmmm. In my opinion, i better do it myself.
 
The social backlinks seem to be the way to go these days. I would try embedding videos on the web 2.0's and keep posting to them so you have a few posts on each web 2.0.
You can also get social backlinks for free. Just try youlike hits. I created an imacro to use but there's some in the download section on BHW also you can use to build up youlikehits points. If you need the script just PM me. That should save you some $ every week.
 
try using unique quality content on your web 2.0. It works. and keep the pligg bookmarks to your web 2.0
 
I don't recommend social bookmarks. I would use links from web 2.0 and private blog networks.
