In answer to your first question, it can cost anything from nothing (phpBB) to hundreds per year (vbulletin, xenforo etc).

The real question you need to ask yourself:

    1) What is the purpose of the forum? What do I want to achieve by having the forum? What do I want people to do.
    2) How do you plan to bring members and make them discuss.
    3) What's unique about you? How are you better than the other guys out there in this niche?
    4) Do you have the time to manage a forum? it's a big headache -> spam keep coming all day long, it will drain your soul if you're not prepared.
    5) Do you have the initial budget to promote the forum? Giveaways, link bait, something special..? People won't come because you asked them to, they will ask:

    What's in it for ME?

The costs aren't too high if you have a solid plan.

    2) well i have nice network with a plan in my mind
    3) unique is that a person like me who is fanatic about theme will manage it..others are just professionals
    4) well if i earn from it ..i will leave job n work for it 16 hours daily minimum..i will try handling spams (u can suggest me what should be done in that case do i need to learn anti hacking tricks n all ?)
    5) no i don't have much thats why asking but i have zeal to work for them..its not related SEO, or development n designing thats why i think i can do it
I born with the theme thats why its me...REST I HAVE BHW N ITS MEMBERS..i have learned lot from them n will continue even if start my own..as my grandpa says never leave the root from where u have learned things

Running a forum costs a LOT more than just a license and hosting....community building is extremely expensive these days, unless you got a unique niche where there isn't much competition.

Every time I see a successful forum I think it would be great to start one but unless you have a real passion and drive, it will take years before it makes any money. Not worth considering unless there is no competition or you can invest for years without a return.

I have passion towards my theme ..but I have no knowledge...and i cannot start untill I have knowledge about it and Untill I know how i can manage it...its not intelligent decision to rely on someone else for managing all the technical problems of the forum...isn't it?

Well, nothing stops you from trying.
Get a free license for a forum, a solid hosting plan ($50+ a month), $5 fiverr logo and $200 for marketing. That's as cheap as you can get.

Get some content, think of some out of the box ways to make people participate and fill those pages up with content. Try to do some guest posting and post on other forums as well to get exposure. Work hard to make sure your users are happy and come back, work on user experience when you have the initial 100 users, before you're trying to expand.

Try to find the "regulars" who will stick with you and invest at least 30 minutes of their time a day. They, with time, can be moderators and help you with managing threads, users and spam.

When the first $20 a day come, you'll be able to reinvest them into your marketing. With the amount of content a forum can produce daily, you can get organic traffic. Start Tomorrow, worst case scenario, you're not risking much.

Interesting thread, I am interested in adding a forum to my Video Games website. Are the free forums available for word press up to it, or should I be thinking of a premium version. Any thoughts would be highly appreciated.

You can start a forum for a few hundred, getting it properly running with members and moderators might be costly and difficult.

A forum is a massive investment that can take as much money as you want to spend and all the time in the world. You have to baby
a forum deleting all of the horrible spammers that try to junk up your forum first thing. No person wants to be a member when no people participate on the forum but no person will participate without someone else.

You need to pay people to keep the forum active and going so real users can come in and post. Forums are long term mega authority sites that can pay off if you have it to make them.
