Can a website create link juice or only pass link juice that it gets from inbound links?

If it can only pass the same link juice that it receives from inbound links... Have you ever wondered where is the root source of all the link juice, if no website can create it?

Wild random pure no-evidence speculation: do you think it is possible that google.com itself IS the root source of all the link juice ever created? And so peasant (normal) websites get that link juice by getting a backlink on google.com itself, i.e. getting page indexed on Google search.

    P. S. I'm not high

    You sure about that?

    Now on to your question.
You're thinking that "link juice" is a thing. It is more of an abstract.
Compare your site to business insider.com which do you think Google views as more authoritative?
Which do you think is more benefitial to get a link from, your site or business insider.com?
It isn't actually "juice" but rather a more powerful site linking to a weaker site. Thereby providing credibility to the site.

i think link juice comes mainly from aged backlinks

and i do think fresh indexed websites without backlinks already have link juice, just a little bit, but they do (otherwise internal linking effects wouldnt be visible without backlinks)

I got that idea once when I could not fall asleep..

I am sure, the "origin" comes from some old nasa or university sites..
