Ever since Penguin rolled out my site, like many, took a huge hit.

I am working on some possible onsite over-SEO, but I was looking at my KY ranking and realized thatmy site is completely gone from Google for a certain KY for a review of a service, which was a revenue stream.

Was these pages completely deindexed for these KY for good? Can they come back? Or should I noindex them and build new pages (URL)?

I have a method to test since it seemed to work on another site post-penguin. My question is if I should use it on the current pages or rebuild them with new URLs.

    Any advice?

    The best practice:

Build a new page and send in some generic/editorial links like Click here, read more etc.. ! After a couple of days, 301 the old page to this new page. SHOULD HELP.

If I 301 the old page, couldn't any of the bad backlinks hurt the new page and it's SERPs?

I was contemplating on just starting all over. Before, it didn't take me long to rank these pages as the competition isn't the highest.

Also, one page, probably the best of them and least SEO'd still ranks for the services domain name, but the other 2 posts about the service don't rank for anything anymore.
