Can a European citizen be sued for DMCA violation?

    Well, I guess the title says it all :)
    Am I right that DMCA only applies to:
    1. US citizens
    2. US based servers (hosts)

    Would a European citizen only be accountable for copyright infringement under his the national law of his country? Anyone with any experience on this?

    No, not really. But you can get raped by something fairly similar to that. DMCA is basically just a law within the US and the implementation of international treaties. When this kind of international treaty is signed, if states so in the treaty, countries who signed it have the obligation to implement this treaty in their own laws.
