Can a buyer appeal/retract a case that was closed in their favor?

Buyer ordered from me on Sep. 16.
Told the buyer specifically that order would arrive between Oct 22 - Nov 22, (USA to Mexico).

On Nov. 4th buyer opens a item not received case. Obviously shipping delivery time is not
completed so I'm screwed and at the mercy of the buyer. I have to refund the buyer within 4 days
else get seller defect when he escalates it to ebay. So on Nov. 8th I tried to refund him, but ebay
error message saying refund failed.

Ebay closed the case in the buyer's favor. Ebay wasn't even able to take the money out of my paypal either, so they just charged it on my next invoice lol.

I appealed right away showing them evidence (screenshots) that I tried to refund the buyer but kept getting error message from ebay about refund failed. They still kept the case in favor of buyer.

On Nov. 15th, I found out the order had been DELIVERED. Of course by this time, the case was already closed and I already used up my appeal (I probably should have waited longer before using the 1 appeal we have).

AFAIK, there is no way to submit a 2nd appeal now that I can show them proof that it was indeed delivered as I originally told the buyer somewhere between Sept 22 - Nov 22.

Now, I'm just wondering, is it possible for the buyer to appeal the case back to ebay and say they retract their case because they made a mistake and did indeed receive the order and the seller was right?

Some buyers may feel guilty and want to undo it now that they got the order, but I'm not sure if there is a way the buyer can appeal the case since I have already used my appeal.

Most buyers will probably be like, "sweeeeeet, I got my full money back AND I got the products for free!"
but believe it or not, there are a lot of honest and amazing people out there and I'm hoping there is a chance to get this case reversed.

In any case, as I've said for years now, ebay's case system should not allow buyer's to open up a INR case too early. There should be at least a minimum waiting period to allow for deliveries to be delivered taking into consideration delays, customs holdings, etc..

US to US orders (the threshold should be say 15 or 20 days) since most orders only take 1-5 days to arrive. For US to worldwide orders, threshold should be 60 days because generally it takes 2-4 weeks to arrive internationally (some even sooner) but some also get held at customs for 30 days before being released...that's why 60 days is the most appropriate minimum timeframe before being allowed to open up INR case.
