    Doesn't matter
Connect it to webmasters tools and check for any manual actions.

p.s - you need to own the domain inorder to check.

You can't connect it to Webmaster Tools without owning it. You have to buy it to connect it to Webmaster Tools...

If it's been expired for over 6 months then there is no reason it should be indexed, so that isn't a problem.
The best check you can do now is the archive, make sure there is no Chinese spam, and no previous blog network style sites in its history.

How can he add the domain to webmasters, without owning the domain..?

OP, If this domain was expired within few days, there will be some pages indexed in G. If this is the case and you cant see any indexed pages, that is a reg flag. But it this was expired a long time ago, then there wont be indexed pages. So you cannot be sure id the owner abandoned the domain because G has penalized the domain.

What you can do is to look in the wayback machine. See if this domain has been used as a PBN before. If its the case, don't buy it.

Look if this has been used a s Chinese , Russian spam sites.

If I were you, I would look for a domain with more back links. Those with more referring IPs, back links are stronger. (But not ones with thousands of spam back links created with GSA or so)

Forget about metrics , first check its backlinks

If there is single backlink from directory then leave it even its TF30+

If there are more than 10 referring domains and quality backlinks and good TF then register it and develop it , and it will get index within a day or two

That's bad advice. Dropped domains have no content, no hosting, not even registered most of the time. What would Google index there? Once you register them, they reindex pretty fast usually.

I agree - Backlinks are the only thing that counts. Metrics are just trying to automatically evaluate the backlinks, but in my experience, they all fall short at one point or another.

DA12 indicates it has very few referring domains. That's not good. Get at least 20+ ref domains and look for contextual links/links from authority sites.

If it's dropped within 24 hours (sometimes even longer than that) google will still show the indexed pages for the domain if you search for "site:url"

Will also show inner page results as well. If it dropped within 24 hours and it's not indexed, then there's a good chance it got penalized by Google. Or it has just been a dormant domain for a really long time, then the back links are unlikely to be worth very much either since they are at the very least going to buried on the referring sites.

I have checked in wayback and since 2011 there is no website showing, however there is 2 registrar between 2007-2011 (I think so) and the site is not indexed in google, but still they have some kind of backlinks
