Buying job leads - What does that mean?

im looking for an classified ads poster. A new applicant offered me the following:
"for Job Leads we charge 350$ per 1k leads forwarded to your provided gmail id realtime."

What does that mean?

He wants to sell me fake leads to cheat the cpa - company, right?

it mean some job they trying to get so these guys that sell this usually spam mail lists for job leads. thats what i know but maybe someone have other ways too

So this are real leads which have been produces by spam techniques?

Without reading the rest of his message it's hard to be certain, but I think by Job Leads he may mean jobs that companies are recruiting for.

Not that you are interested, but I imagine that if you bought leads from him you will end up with a load of links to job board advertisements.

you search and need people for some job to do, then you find and pay someone who spam and they charge you per job lead usually. this are real people that respond to spam but this ways been used mostly by fraudsters when hiring mules for their operations and its illegal ofcourse. there are probably other ways and i not sure how your guy that you talk with get these job leads but i think he post on classified ads sites and you better ask details from him just be carefull when buying
